Flooding: Pitt review praises councils but recommends planning

Sir Michael Pitt has praised local authorities for their ‘willingness and determination’ to recover from last summer’s floods.

However, in the latest chapter of the Interim Report of the Pitt Review, Recovering from the floods, Sir Michael said not all local authorities made the right decisions, with only a few benefiting from having well-rehearsed plans.

He recommended that all Local Resilience Forums plan, train and exercise on the basis of the recently published National Recovery Guidance. He also concluded that local authorities bear the costs of recovery for all but the most exceptional emergencies, and should revisit their reserves and insurance arrangements in light of last summer’s floods. The latest chapter contains a total of 20 recommendations for consultation.

The final report will be published this summer.
