Flooding: MPs ‘not convinced’ about single flood body

The Government has warned that the costs of a shake-up of responsibilities for inland flooding ‘could exceed the benefits’.

There has been a clamour for clearer responsibilities on flooding from different sources, currently divided between the Environment Agency, water companies, highway authorities and internal drainage boards.

Arup associate, David Schofield, told a recent seminar there were ‘too many surface water authorities’. And Sheffield University’s Professor Richard Ashley urged ‘a single storm water agency’.

But the Department for Environment, Food and Rural Affairs has cautioned that ‘the costs and benefits’ of establishing a single authority ‘need to be considered’. Instead, DEFRA may give the EA a ‘strategic overview’ for all inland flooding, while the other bodies retain their current responsibilities.
