Flood risk scope ‘still unclear’

Welsh local authorities have still not been told what their preliminary flood risk assessments (PFRAs) should cover, with just six months left until the deadline. The European Directive on Flood Risk Regulations requires councils to produce river- basin management plans in three stages.
