An expert in client and contractor engagement and the new president of the Chartered Institution of Highways and Transportation (CIHT) has called the Government’s approach to devolution ‘unfair' and warned it may not deliver best value.

The comments come after criticism of the Department for Communities and Local Government from influential MPs and many in the local government sector over the behind-closed-doors nature of the ongoing discussions around devolving power.
