Essex residents given chance to decide on road spending

 
Residents in Brentwood, Essex, will have a direct say on a new £2M fund for local highways spending.

The initiative is a product of the Brentwood Borough Council and Essex County Council Partnership, which sees the two council share the same chief executive.

On top of the £2M budget, the initiative will also include the appointment of a local highways liaison officer and highways rangers, as well as the creation of highways surgeries.

The borough council will conduct an extensive, ongoing consultation and engagement process, beginning in March. The findings of the research will be submitted to a highways panel, which will determine, locally, which projects are to be progressed.

The county council said the scheme would not affect its statutory responsibility to continue to uphold and improve the condition of the highways. However, about 90% of the money would come from existing capital and revenue for highways.

Tony Ciaburro, head of highways at Essex County Council, said the concept would be rolled out across the county, if the scheme proved successful.

‘We need to look at projects in a more rounded way, not just from a technical perspective, but also taking into account what the community wants,’ he told Surveyor.

‘I’m sure the right decisions will be made, and we won’t do anything bananas.’
