Environmental services take shine off council stars

Councils are getting better, according to the latest CPA league tables – but environmental services are slipping.

The Audit Commission unveiled the latest Comprehensive Performance Assessment figures, showing four out of five councils were in the top two rankings. But the 2007 star ratings showed a slide in the performance of environmental departments, with 81% in the top two categories compared with 83% the previous year.

London boroughs performed particularly badly, with 16 out of the 32 scoring two-stars out of a possible four. However, none of the top-tier councils were zero-rated or one star for their environmental services, and the number of four-star environment services rose to 15% from 13% the previous year.

According to the commission, there was no single cause for the poor results, with different councils failing on different services within the department. Some areas – like road safety – are getting better.
