Embassy toll reaches £1M

The US embassy owes more than £1M in unpaid congestion charges and fines, as officials continue to take a tough line on the mayor’s levy.
The embassy refuses to pay the charge, claiming it is a local tax, which foreign diplomats are exempt from under the Vienna Convention.
London mayor, Ken Livingstone, disagrees. He said: ‘It is for the British authorities to decide what is a tax and what is not a tax in the UK.’
