EU aid for failed bidders

 
The European Commission is proposing to strengthen the rights of unsuccessful bidders to overturn decisions on contracts.
Brussels said EU review procedures did not always provide effective remedies against the ‘widespread’ illegal award of contracts, nor did they prevent deals being sealed with too much haste. Challenges in the courts by rejected bidders should be allowed during a 10-day ‘standstill’, it argued.
Currently, the only remedy available is a claim for damages.
