EU Directive SPARKS calls to include all traffic offences

The EU’s proposed Directive on cross-border enforcement of traffic laws should be amended to include all traffic offences, according to the SPARKS programme.

The partnership of London’s traffic enforcement agencies argues that limiting the Directive to drink-driving, speeding, seat belt and traffic light violation fails to address the issue of unequal unfair and unequal treatment of drivers.

Breaches of traffic rules such as illegal parking, blocking a road junction and driving in a bus lane also impact on road safety, but the proposed Directive does not cover these offences, the SPARKS programme says.

‘These proposals are a good start,’ said SPARKS programme manager, Bill Blakemore.

‘The European Commission now recognises that member states should have the means to treat non-resident and resident motorists equally and fairly. This Directive addresses the problem, but its scope needs to be substantially increased.’
