Devon finds street works below standard

 
Utilities companies working in Devon are still performing below standard when reinstating the county’s roads, according to a county council report.
During a random three-month audit early last year, inspectors found that 33% of reinstatement works failed to comply with the council’s criteria. This was due to excessive voids, insufficient depth, or for other reasons.
During the audit, 185 reinstatement cores were extracted through the full depth of the bitumen or cement-bound layers in the trench reinstatements. They were analysed on their total depth, the type of aggregate in the surface course and the quality of placement and degree of compaction.
However, the report also found a 39% rise in companies meeting the required standards since 2002.
‘It is disappointing that, despite information supplied to the statutory undertakers on the failing of their contractors over the past four years, reinstatements are still failing due to layers being too thin and for inadequate compaction of materials,’ said the report, which was tabled at the council’s environment, economy and culture scrutiny committee.
Committee deputy vice chairman councillor Roger Giles said: ‘The statutory undertakers can’t have any excuse whatsoever. They’re behaving disgracefully. We’ve really got to get tough with them.’
Since March 2003, there have been 342 prosecutions and convictions in Devon under the New Roads and Street Works Act.
