'Demotion’ prompts strike threat

 
Street cleaners are threatening to go on strike after one of their number was put in a ‘no-win’ situation while collecting refuse.
Dennis Moore was given a final written warning and ‘effectively demoted’ by being given a street cart after he left his vehicle’s engine running while working on a refuse contract for Breckland Council.
Now GMB workers on the contract, held by Serco since 2004, are warning they will ballot for full strike action.
Moore, who is shop steward for the GMB, has been a part of the union’s protests against Serco’s plans to end overtime in order to cut costs – a decision which, the union claims, has left many workers out-of-pocket.
It also believes that his involvement over the past couple of weeks in that protest led to the decision to discipline him after he left a vehicle’s engine running while collecting rubbish from the pavement.
Moore maintained he was unable to switch off the engine, as it would have shutdown the warning beacons required under street works legislation.
The GMB said the fault therefore lay with Serco for not providing an alternative to leaving the vehicle empty by tasking a lone worker with the task of collecting rubbish and staying in the cab at the same time.
Glenn Holdom, GMB organiser said: ‘If he had failed to collect the rubbish, Serco would have disciplined him. And if he had turned off the engine and thereby shut off the warning beacons too, Serco would have disciplined him for that.’
The strike ballot goes out on the 6 December, and the result will be known by the 18 December.
