Councils launch £180m bid to finance incinerator

A joint bid to raise £180M to help pay for a controversial incinerator under the private-finance initiative (PFI) has been lodged with the Government by Hull City Council and neighbouring East Riding of Yorkshire Council.

Local campaigners, who have opposed the planned facility at Saltend, understood building the plant would be the responsibility of Waste Recycling Group (WRG), but a joint statement from both councils has revealed PFI money might be used.

The statement said: ‘As partners in the joint, sustainable waste-management strategy, we have applied to DEFRA for PFI funding to deliver the energy-from-facility.

‘The application for PFI funding is a prudent contingency measure. We are confident that WRG can build the plant.’

Both councils said they were committed to exploring ‘all available funding options’ that would provide the best value for their council taxpayers.
