Council clashes with agency over costs in adoption row

 
North Yorkshire County Council has called on the Highways Agency to carry out major improvements to a road before it takes over responsibility for it.

The council and the HA have found themselves at loggerheads over the de-trunking of the A63, which carries a major traffic flow into and around the town of Selby.

The county council wants to see a major junction changed from a crossroads to a roundabout before responsibility is handed across, but the Highways Agency is against the proposal. There is also concern at the authority over the high cost of a swing bridge, situated on the Selby by-pass section of the A63. It needs extensive maintenance work carried out on it every year, and the council does not want to be saddled with the cost.

Mike Roberts, head of highways operations at the county council, said the authority had lodged a holding objection to the de-trunking of the road.

‘It will allow both sides to address issues that need to be resolved,’ he said. ‘There are certain traffic safety measures that we want to see implemented. We are seeking a roundabout on one section of the road, but the agency has dismissed that option. We need to sort out these problems before we take responsibility.’

The county council’s stance is being supported by Selby MP, John Grogan. He urged the authority to put in a holding objection to give it time to make a case for major improvements to be made to the road and swing bridge before any hand over.
