The Government has refused to back down from its plan for an independent approvals board to scrutinise proposals for quality contract schemes.

The Department for Transport has, however, in ‘a balanced approach’ committed to requiring the approvals board ‘to take all reasonable steps’ to stick to a target timetable for its deliberations set by ministers.

Jonathan Bray, spokesman for the Passenger Transport Executive Group, commented: ‘Having made the political risk of setting up a contract, authorities could be overruled by a quango. It’d be frustrating if the Bill was a few clauses short of making contracts a realistic option, as the Government hoped.’
