In his 2006 transport study, Sir Rod Eddington estimated that a 5% reduction in journey times for all business travel on the road network could generate around £2.5bn of cost savings. And while motorways and major ‘A’ roads garner most of the headlines, 97% of the network is actually under the control of local authorities.
