Historically, highways asset funding was distributed among local authorities on the basis of road condition. Councils focused their attention on repairing their worst roads, typically spent beyond their means in a bid to secure a decent budget and ended up writing down the overall value. The network was significantly undervalued as a result and funding was therefore poor.
