Comment: Chancellor needs to follow his head not his heart

There is under a week to go before the Chancellor announces the outcomes of the Spending Round. Judging from a number of public speeches, his instinct is to try to use big transport projects, and roads in particular, to build his way out of a cycle of sluggish economic growth.
