Clarify local councils’ role in setting priorities

 
The County Surveyors’ Society has called for more detail on the strategic role of local authorities in setting regional transport, housing and planning priorities.

Although it has broadly welcomed government plans to give councils a greater say in overseeing the work of regional development agencies in the review of sub-national economic development and regeneration, the CSS has warned against any weakening of the local authority role in deciding on infrastructure projects.

CSS president, Richard Wills, said he welcomed the duty that would be placed on local authorities to prepare economic plans, and said he looked forward to seeing the detailed consultation on how councils would take a greater share of funding to finance future infrastructure and regeneration projects, and how they could oversee the work of development agencies.

However, he stressed: ‘We will wish to examine the precise role played by the RDAs in planning and transport strategy development. We do not want to see further diminution of strategic councils’ roles in these matters.’ Opposition to plans for scrapping the regional assemblies is being led by members of the South East England Regional Assembly.
