Norwich City Council has eased Section 106 restrictions to enable development to continue in the recession.
The draft framework for planning obligations will allow the council’s planning committee to approve development proposals with a reduced level of Section 106 contributions, where there are overriding regeneration benefits.
Cllr Brian Morrey, executive member for sustainable city development, said: ‘We want to see development continue, and this framework will allow more flexibility to deal with developers who are under pressure due to the economy. It is designed to be used in exceptional circumstances only, and will not be the norm.’
In order to be eligible, developers must prove that providing the normal package of contributions would make their scheme unviable.’
Medway Council has also started applying a flexible payment policy on schemes, including waiving interest on late contributions, and Ashford Borough Council has approved a policy of deferred contributions.
