City drops pretences with litter trial

 

Plymouth City Council plans to provide special bins for the safe disposal of drugs and sex-related litter (DSRL), such as syringes and condoms.
A six-month trial will begin from mid-May in areas where regular clean-ups currently take place. If the amount of DSRL decreases during the trial period, the bins will become a permanent feature in those neighbourhoods.
Paul Marten, enforcement manager for the council, explains: ‘We clean huge amounts of DSRL every year to ensure the city’s streets are as safe as possible. Last year alone, street-cleaning teams and parks staff removed between 20,000 and 30,000 used syringes from public open spaces and toilets.’ In a 20-yard stretch of East Street in Stonehouse, more than 1,000 used condoms were removed in a 12-month period, he added. As well as the bin trial, the council wants to educate people in an attempt to reduce the amount of DRSL discarded in the first place.
A campaign to promote the safe disposal of used hypodermic needles and condoms to drug-users and sex workers will begin in May, using posters, leaflets and cards given out with all needles and condoms provided by Plymouth needle exchanges and the Harbour Centre. Bins will be placed on the top floor of Western Approach car park, in Market Close off Stonehouse Street, in the lane at the rear of Hetling Close, at the bottom of the steps leading from Stonehouse Street to Miller Court, and in the Armada Way.
