Christmas target for framework deals to service London

 
Tenders are set to be issued by Christmas for framework deals for high-friction surfacing, road markings and signs to be provided to Transport for London and a number of London boroughs.
London boroughs are examining draft specifications and schedules of rates for each area, and carrying out further work to provide some local specifications and contract conditions on the procurement of the highways materials and street furniture. These would ensure there was not a ‘one-size-fits-all’ approach, according to Gareth Davies assistant director of Bromley, who co-chairs the ‘joined-up working group’ behind the proposals, which has been investigating opportunities for collaboration in highways, engineering and construction to provide Gershon efficiency savings.
‘We’re not going to all have the same bollards again, like we did in the 1960s. We can still push down costs with a basket of local specifications.’
TfL’s director of operational support, Keith Ollier, has estimated that a four-year scheme framework deal would be worth up to £560M, if all boroughs participated (Surveyor, 13 October 2005).
Due to varying contract dates, this was unlikely at the beginning. But the contract would be framed so that boroughs not joining initially could do so later.
The collaboration between town and City Hall could also extend to providing boroughs access to TfL’s existing agency staff contract, in order to achieve bigger discounts because of increased volumes; joined-up footway-gritting operations; and a database to allow any form of spare capacity to be shared.
