A London borough plans to use bus journey times or reliability data as a network-management tool for measuring how link roads perform. Camden hopes to acquire the data from Transport for London or the Department for Transport. Its draft network-management plan argues that journey speed data – available through ITIS – is hard to interpret, due to wide variability along links. While rising speeds may indicate congestion is being reduced, they could conflict with road safety policy and the needs of cyclists and pedestrians. Camden is one of five boroughs working with TfL on a capital-wide permit scheme.
