Rhondda Cynon Taf council proposes a road-improvement fund with a levy on developments of all sizes.
The aim is to avoid unacceptable effects on the transport network from proposals in RCT’s local development plan, now in preparation.
Transportation strategy manager, Bob Harper, told the council’s cabinet this week it was unrealistic to consider each development individually. He said: ‘Larger-scale improvements will be required rather than a number of piecemeal schemes. A system needs to be put in place where mitigation measures, funded by developers, can be implemented as development-related traffic increases.’
Developers of all but the smallest sites would pay into a fund according to their site’s traffic generation, distributing liability more equitably among developers – only the largest of which are currently expected to pay towards mitigation.
