Budget’s domestic solution

The Committee on Climate Change (CCC) has advised the Government to aim to meet its second carbon budget through domestic action alone, and not use offsetting. It also recommended the second and third budgets be tightened to reflect policy ambition and the emissions impacts of the recession.
